I tabled a petition from Canadians concerned about Bill C-9. Hate speech is already illegal under sections 318 and 319 of the Criminal Code. Petitioners are not asking for less protection. They are asking Parliament not to remove long-standing safeguards that protect sincerely held beliefs expressed in good faith. Minister of Justice Sean Fraser was asked about Bill C-9 today and the possibility of the amendment to strip the Criminal Code of the protection for free religious speech in Canada. For the record, here is his full statement. While we appreciate that Minister Fraser thinks that the amendment to strip the good-faith religious text exemption will have no real implication on religious and individual freedom, we respectfully disagree. Among other factors, there would be no reason to strip the exemption at all in the first place if doing so had zero effect of the Criminal Code. We need more consultation on Bill C-9. All Canadians and concerned communities must be heard. We must protect freedom and free expression.

Tomorrow I will vote no on Bill C-9. The Liberals' decision to shut down debate on this deeply concerning Bill and rush its passage through the House is wrong. I submitted to the House a petition from local faith leaders that warned of the dangers of ignoring the concerns of Canada's many faith communities regarding Bill C-9. Civil liberty groups and major unions echoed these concerns. C-9 will only chill freedom of speech and weaken our ability to combat hate. It should not be passed.
