No, that's not the speed of light. Detonation cord is probably being used in this experiment to measure the speed of some explosive material. Our eyes can't even catch light travelling such a short distance because it can trip the entire globe within about 0.13sec.

This is not the speed of light. It is the speed of light in a transparent material. I suppose it is glass fiber where the speed is roughly 200.000 km/s. The usual definition of c0 of ca. 300.000 km/s is in a vacuum.
