She is giving people time to move to Alberta and to get their ducks in a row. It seems like She is delaying in hopes their is still a chance things can be worked out with Ottawa. (Maybe she is waiting for Saskatchewan to get ready.

She won't be the one to initiate it she says so instead she lowers the percentage of signatures required by half and extends the time to collect said signatures. Transparency is not in her vocabulary.
