I met with the Minister of National Defense of Lithuania, Robertas Kaunas, who came to Ukraine for the first time since his recent appointment. We discussed Ukraine’s defense needs and prospects for joint defense production. We also addressed the current diplomatic situation and existing opportunities for a just end to the war. I thank Lithuania, Ukraine’s friend – President Gitanas Nausėda, and all Lithuanian people for their support from the very beginning of Russia’s full-scale invasion. I am also grateful for joining the PURL initiative, which allows us to procure American weapons. Your support truly helps protect our civilian infrastructure and save lives.

During a meeting with President Guy Parmelin upon arriving in Geneva, I thanked Switzerland for all the support it has provided and, in particular, for its readiness to help in bringing peace closer. I informed Mr. President about Russia’s continued attacks and our needs to strengthen air defense. I spoke about the situation on the frontline and Ukraine’s long-range sanctions. Our mid-range strikes and deep strikes are quite rightly forcing Russia to feel the consequences of the war it unleashed. And we discussed which sanctions measures by our partners can also force Russia to the negotiating table. We also spoke about cooperation in the energy sector. Switzerland helped us get through this winter, and we are counting on continued support. Thank you, Switzerland!

During my meeting with the President of Lithuania, Gitanas Nausėda, we focused primarily on our defense cooperation and agreed to work together within the Drone Deal format: our countries now have such bilateral agreement. The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. The challenges we face are shared, and we must overcome them together. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. I am also grateful to Gitanas Nausėda for his clear position on our European integration – all six negotiation clusters for Ukraine should be opened.

On my way to Canada, I met with Iceland’s Minister for Foreign Affairs, Þorgerður Katrín Gunnarsdóttir. We discussed Ukraine’s preparations for the winter, the protection of our energy sector, and strengthening our air defense. We count on continued cooperation and Iceland’s contributions to the Ukraine Energy Support Fund. The assistance provided earlier is already yielding concrete results, and we are grateful for that. We also discussed cooperation in the technology and defense sectors, where Ukraine is ready to share its experience with partners. I am grateful to Iceland for its support.

During my meeting with the Minister of Foreign Affairs of Estonia Margus Tsahkna, we discussed further support for Ukraine. The main focus was on energy and defense assistance, cooperation with partners within the Coalition of the Willing, strengthening air defense capabilities, and additional contributions to the PURL initiative. We also addressed the diplomacy aimed at peace, as well as concrete steps to pressure Russia. Finalizing the EU’s 20th sanctions package and blocking Russia’s tanker fleet are among the key measures. I thank Estonia for all the support – all the energy and military assistance packages. This is important for our people.

I met with the Prime Minister of the United Kingdom, Keir Starmer. In Ukraine, we appreciate all the steps the United Kingdom has taken to support our people and weaken the aggressor, including efforts to counter Russia’s shadow fleet. We discussed this with Keir today. We also paid significant attention to defense support for Ukraine, in particular contributions to the PURL initiative. Ukraine is ready for the next round of negotiations in a trilateral format. The negotiation process to achieve a just and dignified peace was also among the topics of our discussion. We appreciate the United Kingdom’s position on continuing pressure on Russia. This is truly important. We separately discussed support for Ukraine’s energy sector. I briefed the Prime Minuster on the situation on the battlefield and Russia’s strikes against Ukraine. It is important for Europe to coordinate its efforts and develop a joint air defense system to protect against threats from Russia.

I met with Frans Timmermans, leader of the Green-Labour alliance in the Netherlands. We discussed Ukraine’s defense support, diplomacy, security guarantees, and our future in the European Union. We value the Netherlands’ readiness to continue supporting Ukraine. I also want to highlight their participation in the PURL initiative. The Netherlands was among the first to join and has already allocated 500 million dollars for American weapons for Ukraine; it is also funding the purchase of drones. Joint production projects are next in line. And this is extremely important for our defense against Russian aggression. The Netherlands has stood with us from the very start of the full-scale war – helping Ukraine, Ukrainian families, and our military. And I am grateful for this ongoing support.

Today we have a new package of energy support from Norway – already the third this year – amounting to about 150 million dollars for gas purchases this winter. Energy support is extremely important. I thanked Norway for this assistance and Prime Minister Jonas Gahr Støre personally during our meeting. I informed him about the consequences of today’s Russian attack. I am grateful for Norway’s solidarity and condolences. We discussed Ukraine’s needs for air defense systems and missiles for them, as well as other steps that can strengthen Ukraine during the winter. We also discussed our defense cooperation separately – the production of drones and missiles, and the expansion of the PURL initiative. We coordinated our positions and upcoming meetings to be held in Europe this week. We are very grateful for the great support of the Norwegian people – air defense systems, missiles for these systems – all of this saves lives.

This winter under Russian drones, missiles, and daily strikes is a major challenge for Ukraine and for the Ukrainian people. And I am very glad that over these past months we have been working with Greece on bilateral agreements to support Ukraine’s energy security. And we have a good result. Today, during our meeting with President of Greece Constantine Tassoulas, we discussed energy cooperation – specifically the agreement between Ukraine and Greece on gas, which will help us get through the winter. We also spoke separately about partnership in joint projects, diplomatic efforts, the need to ramp up sanctions against Russia and to use frozen Russian assets, the involvement of Greek businesses in Ukraine’s reconstruction, and our joint efforts to bring back the Ukrainian children abducted by Russia. Throughout the entire period of Russia’s full-scale invasion, Greece has been helping Ukraine. Thank you for this unwavering support.

As always, a good and productive meeting with Prime Minister of Norway Jonas Gahr Støre. We discussed in detail our cooperation in the production and use of drones. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

I discussed joint weapons production projects and diplomatic work with Bundeskanzler Friedrich Merz Friedrich Merz. Further military assistance, additional contributions to the PURL initiative, diplomatic efforts to achieve peace, and energy support were the key topics discussed with the Chancellor. We also addressed the first major results of Ukrainian-German joint drone production. It is precisely this kind of cooperation that makes our countries stronger. We discussed how to scale it up. I thank Germany for its contribution to saving lives during Russia’s full-scale war, in particular the supply of air defense systems that have saved thousands and thousands of our people’s lives.

Today, I met with the Prime Minister of the Netherlands, Rob Jetten Rob Jetten, during his first visit to Ukraine. We are grateful to the Netherlands for its significant contribution to strengthening Ukraine’s defense capabilities and for the Dutch Government’s coalition agreement on support for Ukraine in 2027–2029, which provides for €3 billion annually. Our cooperation also includes joint defense production and strengthening the component base for Ukraine’s defense industry with the participation of Dutch technology companies. The Netherlands has consistently supported Ukraine’s energy sector. Since the beginning of the year, Dutch contributions to the Ukraine Energy Support Fund have reached €133 million. I briefed the Prime Minister on the Regional Energy Resilience Plans aimed at strategically rebuilding our energy system and preparing for future heating seasons. We are also interested in engaging the Netherlands’ expertise in water management and attracting equipment from Dutch companies. We also discussed strengthening Europe’s energy independence and stability amid Russian aggression and developments in the Middle East. The Netherlands reaffirmed its support for Ukraine’s EU integration path. We are preparing for the Second Ukraine–Netherlands Intergovernmental Conference, which will take place in Breda at the end of March, as well as a business forum to develop new B2B partnerships. I also spoke about Ukraine’s joint work with the World Bank on the ten-year “Economy of the Future” plan and invited the Netherlands to deepen cooperation in energy, defense production, and agriculture. I am especially grateful for the Netherlands’ leadership in advancing justice for Ukraine and protecting the rights of Ukrainian children abducted by Russia. Within the International Coalition for the Return of Ukrainian Children, the Netherlands has allocated €2 million to support family reunification and provide psychological assistance to children affected by Russia’s deportations.

I am grateful to the Prime Minister of the Netherlands for such a symbolic visit – coming to Ukraine almost immediately after beginning his work at the head of the new Government. I informed Rob Jetten Rob Jetten about the situation on the battlefield and about the Russian attacks that do not stop for a single day. We need stable, steady support every day while the war continues. The Netherlands demonstrates exactly the kind of support that works most effectively – a predictable annual volume of €3 billion each year. The Netherlands is also investing in the PURL initiative, which is critical for us and allows us to purchase air defense missiles. It is important that we are producing weapons together with the Netherlands – and we will certainly continue and expand this joint work. This is also provided for in the joint statement we adopted today. We discussed this in detail during the meeting – investments, licenses, and possible production volumes. The Netherlands has supported us since the first days of this war, and in many aspects – defense support, assistance to our energy sector, support for sanctions against Russia, as well as political support for Ukraine. Thank you for this.

I met with Spanish parliamentarians – Speaker of the Congress of Deputies Francina Armengol and President of the Senate Pedro Rollán. I briefed them on the situation at the front, Russia’s attacks on our people, apartment buildings, and energy infrastructure. Ukraine needs to bolster air defense – additional systems and missiles for them. We are also interested in cooperation with Spanish defense companies. Separately, we discussed opportunities under the PURL initiative and the SAFE instrument, the continuation of humanitarian and energy assistance, and support for the joint path of Ukraine and Moldova toward membership in the European Union. I am grateful to both chambers of the Cortes Generales for their support of Ukraine’s territorial integrity and sovereignty, and for all the decisions they have adopted in support of our state.

President of Italy Sergio Mattarella Quirinale and I discussed the security situation in Ukraine, across our Europe, and also in the Middle East and the Gulf region. I gave an overview of our agreements with countries of the region regarding security cooperation. It is important to develop a joint protection system in Europe as well. Particular attention was given to the assistance needed for Ukraine’s energy resilience, the unblocking of the decision on the €90 billion financial package for Ukraine, the 20th package of sanctions against Russia, and the negotiation clusters on Ukraine’s accession to the European Union. I thank Italy for its help to Ukraine’s energy sector during this difficult winter. I thank the President for his unwavering, principled position in support of Ukraine and our people.

Today, I had a substantive discussion with Donald Tusk. I thank Poland for its support for Ukraine – both now, as we defend ourselves against the Russian invasion, and throughout all the years since our independence was restored. I briefed him on the situation in our country – in the energy sector and in recovery. We discussed cooperation in this area, and there are things that can strengthen both of our countries. In particular, this concerns the development of our energy networks in Ukraine and in Poland. Another part of our conversation focused on joint defense programs. We count on Poland’s continued participation in the PURL initiative, which enables Ukraine to purchase American weapons. We also expect Ukraine to become a full participant in the SAFE instrument. We are preparing to co-produce drones and other weapons. We also addressed the diplomatic efforts underway to end the war. I updated Donald on the work of Ukraine’s negotiating team. A separate point was the importance of maintaining pressure on Russia. We must bring this war to a real end – with reliable security guarantees for Ukraine and for our entire region. And most importantly, Russia must receive no reward whatsoever for its aggression.
