During a meeting with President Guy Parmelin upon arriving in Geneva, I thanked Switzerland for all the support it has provided and, in particular, for its readiness to help in bringing peace closer. I informed Mr. President about Russia’s continued attacks and our needs to strengthen air defense. I spoke about the situation on the frontline and Ukraine’s long-range sanctions. Our mid-range strikes and deep strikes are quite rightly forcing Russia to feel the consequences of the war it unleashed. And we discussed which sanctions measures by our partners can also force Russia to the negotiating table. We also spoke about cooperation in the energy sector. Switzerland helped us get through this winter, and we are counting on continued support. Thank you, Switzerland!

The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. The challenges we face are shared, and we must overcome them together. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. We value the Netherlands’ readiness to continue supporting Ukraine. I also want to highlight their participation in the PURL initiative. The Netherlands was among the first to join and has already allocated 500 million dollars for American weapons for Ukraine; it is also funding the purchase of drones. Today we have a new package of energy support from Norway – already the third this year – amounting to about 150 million dollars for gas purchases this winter. Energy support is extremely important. I thanked Norway for this assistance and Prime Minister Jonas Gahr Støre personally during our meeting. I informed him about the consequences of today’s Russian attack. I am grateful for Norway’s solidarity and condolences. We discussed Ukraine’s needs for air defense systems and missiles for them, as well as other steps that can strengthen Ukraine during the winter. We also discussed our defense cooperation separately – the production of drones and missiles, and the expansion of the PURL initiative. We coordinated our positions and upcoming meetings to be held in Europe this week. And I am very glad that over these past months we have been working with Greece on bilateral agreements to support Ukraine’s energy security. And we have a good result. Today, during our meeting with President of Greece Constantine Tassoulas, we discussed energy cooperation – specifically the agreement between Ukraine and Greece on gas, which will help us get through the winter. We also spoke separately about partnership in joint projects, diplomatic efforts, the need to ramp up sanctions against Russia and to use frozen Russian assets, the involvement of Greek businesses in Ukraine’s reconstruction, and our joint efforts to bring back the Ukrainian children abducted by Russia. Today, I met with the Prime Minister of the Netherlands, Rob Jetten Rob Jetten, during his first visit to Ukraine. We are grateful to the Netherlands for its significant contribution to strengthening Ukraine’s defense capabilities and for the Dutch Government’s coalition agreement on support for Ukraine in 2027–2029, which provides for €3 billion annually. Our cooperation also includes joint defense production and strengthening the component base for Ukraine’s defense industry with the participation of Dutch technology companies. The Netherlands has consistently supported Ukraine’s energy sector. Since the beginning of the year, Dutch contributions to the Ukraine Energy Support Fund have reached €133 million. I briefed the Prime Minister on the Regional Energy Resilience Plans aimed at strategically rebuilding our energy system and preparing for future heating seasons. We are also interested in engaging the Netherlands’ expertise in water management and attracting equipment from Dutch companies. We also discussed strengthening Europe’s energy independence and stability amid Russian aggression and developments in the Middle East. The Netherlands reaffirmed its support for Ukraine’s EU integration path. We are preparing for the Second Ukraine–Netherlands Intergovernmental Conference, which will take place in Breda at the end of March, as well as a business forum to develop new B2B partnerships. I also spoke about Ukraine’s joint work with the World Bank on the ten-year “Economy of the Future” plan and invited the Netherlands to deepen cooperation in energy, defense production, and agriculture. I am especially grateful for the Netherlands’ leadership in advancing justice for Ukraine and protecting the rights of Ukrainian children abducted by Russia. Within the International Coalition for the Return of Ukrainian Children, the Netherlands has allocated €2 million to support family reunification and provide psychological assistance to children affected by Russia’s deportations.

We need stable, steady support every day while the war continues. The Netherlands demonstrates exactly the kind of support that works most effectively – a predictable annual volume of €3 billion each year. The Netherlands is also investing in the PURL initiative, which is critical for us and allows us to purchase air defense missiles. It is important that we are producing weapons together with the Netherlands – and we will certainly continue and expand this joint work. This is also provided for in the joint statement we adopted today. We discussed this in detail during the meeting – investments, licenses, and possible production volumes. The Netherlands has supported us since the first days of this war, and in many aspects – defense support, assistance to our energy sector, support for sanctions against Russia, as well as political support for Ukraine. It is important that we are producing weapons together with the Netherlands – and we will certainly continue and expand this joint work. This is also provided for in the joint statement we adopted today. We discussed this in detail during the meeting – investments, licenses, and possible production volumes. The Netherlands has supported us since the first days of this war, and in many aspects – defense support, assistance to our energy sector, support for sanctions against Russia, as well as political support for Ukraine. During my meeting with Secretary of the U.S. Department of Energy Chris Wright, we discussed in detail energy capacities and potential projects for partnership in the energy sector. I spoke about Russia’s strikes on Ukraine’s energy system and the need to restore the affected facilities as quickly as possible. I am grateful for the readiness to provide everything necessary to ensure the continued functioning of our energy system. Today, I had a substantive discussion with Donald Tusk. I thank Poland for its support for Ukraine – both now, as we defend ourselves against the Russian invasion, and throughout all the years since our independence was restored. I briefed him on the situation in our country – in the energy sector and in recovery. We discussed cooperation in this area, and there are things that can strengthen both of our countries. In particular, this concerns the development of our energy networks in Ukraine and in Poland. Another part of our conversation focused on joint defense programs. We count on Poland’s continued participation in the PURL initiative, which enables Ukraine to purchase American weapons. We also expect Ukraine to become a full participant in the SAFE instrument. We are preparing to co-produce drones and other weapons. We also addressed the diplomatic efforts underway to end the war. I updated Donald on the work of Ukraine’s negotiating team. A separate point was the importance of maintaining pressure on Russia. We must bring this war to a real end – with reliable security guarantees for Ukraine and for our entire region. And most importantly, Russia must receive no reward whatsoever for its aggression.

I informed President Milatovic about the first Global Peace Summit in Switzerland within our efforts to achieve a just and lasting peace.
