My good conduct that I applied since march up to date am not seeing it

I early December my K-permit was approved and I submitted the fee via Mpesa and received notification of payment from eCitizen. However, eFns informs me I haven't paid as the funds were not transferred to them. Is this a normal procedure these days? What do I need to do?
