I would cut down into the pavement. Then let them go with their hand encased in a block of cement. Let them go figure out how to get it off. Then patch the hole in the pavement.

They should be fined the cost of the EMS workers time + an hourly rate for the time of each random citizen they blocked Using ambulance prices as a benchmark, I’d say they would usually be out of pocket a couple thousand and thus properly deterred

Using a wood chisel likely isn't the best tool. Cold chisel and a really hard bust on the hand and that concrete would shatter. So would the hand and what a lesson for them.
