Ukraine’s Permanent Representative to the UN, Andrii Melnyk: To be frank, it is not easy for any person guided by common sense to provide a rational response to these Russian flows of distorted narratives and fabrications. So let me expose at least some of the groundless claims and absurd allegations that we heard last time in Mr. Nebenzya’s statement. The representative of Russia expressed concern that the President of Ukraine is allegedly too worried about the international community’s attention shifting to the Middle East and therefore is actively engaging with the countries in the Gulf region. The first statement by the Russian participants of the Platform at PACE - one that is personally extremely important to me - is dedicated to Ukraine. I initiated this statement because I believe that, as a political body, we must first and foremost acknowledge the responsibility of Russia and of Russians. We speak about the necessity of supporting Ukraine, including military support. Pacifism in 2026 is a beautiful position, but a hypocritical one, because it is bought with someone else’s blood. It is unacceptable to equate the parties to the conflict: Russia is the aggressor, and Ukraine is acting in self-defense. The end of the war must be accompanied by the immediate return of Ukrainian children abducted by Russia. Peace will be sustainable only if Russia is held accountable for the crimes it has committed. We support the establishment of a Tribunal for the crime of aggression against Ukraine, under the auspices of the Council of Europe, and are ready to contribute to the investigation. Ukraine strikes back with precise, targeted attacks, and unlike Russia, we know exactly what we aim to achieve. Peace, of course. We are not waging war for the sake of war, as Russia does. Even Hamas shows deal-making acumen, but not Putin. For now. Together with our partners, we are creating the conditions to compel Russia to peace. And it will happen. We support all global diplomatic efforts aimed at achieving peace in the Middle East, and we strongly expect that just pressure on Russia will bring peace to Ukraine and to our entire region as well. It is important that the leadership of the United States continue to be effective.

Notably, this is the first time Russia has explicitly stated that the threat from U.S. INF missiles comes not only from Europe but also from the APR. ▪️ On the surface, Moscow’s lifting of the INF moratorium appears to be nothing more than a symmetrical response to Washington’s escalation. But on a deeper level, it is a move to seize the initiative disguised as a reactive measure. Russia is not just “responding”—it is crafting a new strategic framework in the absence of international constraints. And it now has, among other assets, the serial production of the Oreshnik missile system. If Moscow previously relied on treaties and “playing by the rules,” it is now betting on unpredictability, interconnected fronts, and a balance of threats. For Europe, this creates at least two key flashpoints—Kaliningrad and Crimea. For U.S. allies in the Far East, there’s North Korea. And the U.S. itself now has to juggle between two fronts—or even three, if we include the Middle East. The Pentagon’s need to respond has multiplied, along with the growing complexity of strategic planning: the U.S. will now have to deploy missile defense systems worldwide—all while facing shortages of missiles and defense systems. This is the power of asymmetric strategy: you don’t need to be stronger, you just need to be less predictable and threaten from unexpected directions.

Last night, our long-range sanctions once again reached the Moscow region – for the second time this week, the Moscow oil refinery was hit. Targets were also struck in the Rostov region and in temporarily occupied territories of Ukraine.
