We need term limits and a binding code of conduct and ethics for the U.S. Supreme Court. Justice Thomas has been on the bench almost as long as I’ve been alive — that’s not good government. There is no binding code of conduct or ethics for Justices of the Supreme Court — that’s dead wrong. Congress can and must do something about this, and I’m working to get it done.

This would be constitutional, as long as justices are permitted to rotate onto an appeals or district court.
