French President Macron: It makes sense to develop the Future Air Combat System together with Germany and Spain. It does make sense to have concrete projects like air defense with new-generation systems with Italy and the UK. It does make sense to have early warning systems like our initiative... with Germany. If this money is used just to have national solutions or to favor national players without a clear European approach— to build European standards, to simplify Europe, and to help countries deploy additional industrial footprints—we will waste our money, waste our time, and create a lot of these synergies. Huge mistake! So, I’m an old-fashioned guys in these days, but I do believe in the FCAS. I do believe in joint projects, and I do believe in some stage of new generation systems, because it’s hard for me to understand how we will build new command solutions if we destroy the few ones we had. I had a meeting with representatives of the United States, the United Kingdom, Germany, France, Italy, Poland, Canada, and the Netherlands to NATO and praised their countries’ contributions to our defense. We are grateful to Germany for the Patriot systems, to the United States for the opportunity to purchase weapons and air defense systems through the PURL initiative, to the United Kingdom and France for the missiles, to Canada and the Netherlands for their contributions to the PURL initiative, and to all other countries for their assistance. This support truly saves lives of our people, and it is very important that new countries join the initiative. We discussed opportunities to strengthen the protection of our energy system ahead of winter: the purchase of air defense systems and missiles for them, as well as the reinforcement of our tactical aviation. We also discussed the importance of maintaining sanctions against Russia and other key pressure points to compel it to end the war.

Norway and Germany have agreed on a joint project to supply air defense systems to Ukraine. As soon as there is confirmation from the United States that they will let Germany replace the Patriot system, then it can be sent to Ukraine, with Norway participating in the funding of the Patriot System. Ukraine is so thankful to all Allies who help us protect our skies from Russia. Second, we have too many systems that are developed, procured, and financed in parallel and alongside one another. And third, we need higher production volumes. If we orient ourselves around these three guiding principles — simplification, a reduction in the number of systems, and scale, meaning larger production volumes — then I believe we will be able to achieve significantly greater defense capability with the naturally limited public budgets available to us.

We need about 1,000 interceptors a day, and we can supply at least another 1,000 a day to our allies. Third, we have software that allows radars to keep working even under electronic warfare jamming. In real time, we analyze enemy frequencies and respond to them. And because of this system, we understand how effective our defense is against almost every attack drone, and we can move our positions and air defense to get better results. This iPad gives full control of the situation because we have a system for using our defense tools. If a “shahed” needs to be stopped in the Emirates – we can do it. Further military assistance, additional contributions to the PURL initiative, diplomatic efforts to achieve peace, and energy support were the key topics discussed with the Chancellor. We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

This day brought a very positive result of our international work. Chancellor Olaf Scholz and I agreed today that Germany will provide Ukraine with an additional Patriot system. We are also working with Germany on an additional IRIS-T, another powerful air defense system, as well as missiles for our existing systems. German leadership is tangible, and thanks to it, we will be able to save thousands of lives and provide Ukraine with a stronger defense against Russian terror. We will continue to work with all partners who can help in the same way. This week alone, I met with the presidents of Lithuania, Czechia, Romania, Poland, Hungary, Switzerland, and Latvia. We also concluded a bilateral security agreement with Latvia. This week, I also spoke with the prime ministers of the Netherlands, Greece, Portugal, and Ireland. Today, I had a call with the German Chancellor. We will make every effort to achieve even greater results in the coming weeks. Air defense and the frontline are two of the most important topics discussed during every call and meeting. We are working to increase the capabilities of our Defense Forces and defense industry.
