I had a meeting with representatives of the United States, the United Kingdom, Germany, France, Italy, Poland, Canada, and the Netherlands to NATO and praised their countries’ contributions to our defense. We are grateful to Germany for the Patriot systems, to the United States for the opportunity to purchase weapons and air defense systems through the PURL initiative, to the United Kingdom and France for the missiles, to Canada and the Netherlands for their contributions to the PURL initiative, and to all other countries for their assistance. This support truly saves lives of our people, and it is very important that new countries join the initiative. Norway and Germany have agreed on a joint project to supply air defense systems to Ukraine. As soon as there is confirmation from the United States that they will let Germany replace the Patriot system, then it can be sent to Ukraine, with Norway participating in the funding of the Patriot System. Ukraine is so thankful to all Allies who help us protect our skies from Russia. Germany’s Merz on Europe’s defense products: We will have to keep three objectives in mind. First, we must simplify our systems; we build too complex. Second, we have too many systems that are developed, procured, and financed in parallel and alongside one another. And third, we need higher production volumes. If we orient ourselves around these three guiding principles — simplification, a reduction in the number of systems, and scale, meaning larger production volumes — then I believe we will be able to achieve significantly greater defense capability with the naturally limited public budgets available to us.

Third, we have software that allows radars to keep working even under electronic warfare jamming. In real time, we analyze enemy frequencies and respond to them. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. Together with Emmanuel Macron, we signed a Declaration of Intent on Cooperation in the Acquisition of Defense Equipment for Ukraine. This document enables Ukraine to procure military equipment from France’s defense industrial and technological base, including 100 Rafale F4 aircraft by 2035 for Ukraine’s combat aviation, SAMP/T air-defense systems, air-defense radars, air-to-air missiles, and aerial bombs. Joint projects between our defense sectors will also begin this year – we will co-produce interceptor drones and work on developing critical technologies and components that can be integrated into Ukrainian drones. New aircraft, new reinforcements, new steps to strengthen our army and our country. I am deeply grateful to France, President Emmanuel Macron, and all the French people.
