Israel has been killing Palestinians all this while. They are citizens, they are not soldiers. They go to Jenin for example, and shoot people. Even today we see reports about them killing civilians. So how is Hamas going to distinguish between soldiers and civilians when they have no proper army with intelligence and all that to distinguish thier targets.
