These laws usually don't do much other than state that models are not sentient, as a matter of state law. There are exceptions (more of the chatbot/companion laws) but most of them are not banning claims of consciousness/sentience. They are more focused on legal personhood. This is also a terrible idea, but for different reasons, as I explained here:

I’m not here to jump to conclusions. I’m not here to tell you what to think. I am here to show you what I’m seeing and ask a simple question. Why does this look different than normal snow? That’s it. Sometimes the most important thing you can do is slow down and observe. Not argue. Not assume. Not let someone else tell you what you’re seeing. Just look. Ask questions. And think for yourself. Too many people rush to label curiosity as ignorance. Curiosity is how you learn. Critical thinking is how you stay grounded. If there’s a normal explanation, I’m open to it. Here is DLSS5 working on an animation I made in Unreal. It uses the existing geometry, animation, textures and lighting to render. It doesn't make stuff up out of thin air. There is zero generative AI. This is the exact use of AI that people have wanted. As a tool where artists maintain full art direction. Neural rendering makes creating amazing art with real 3D models easier and more accessible. All 3D artists should be excited. Here is another explanation by Daniel Vávra ⚔ Is this a 3D model? I encourage you to create a 3D model or animation sometime and try it out for yourself, it can be fun creating something!
