Stop saying Cloud Seeding! You are all so close to understanding. Cloud Seeding introduces a CCN (cloud condensing nuclei) into the atmosphere, which will make available moisture condense and precipitate. The key to understanding the man-made nature of these floods is looking at the sheer volume of water, and comparing that to what is naturally available.
