Google Earth.. from the MIL. It is software that a lot of fed, state and loc governments use for mapping. It's a competitor to ESRI. I have experience with both.

I was there, in the beginning when the internet became accessible. It was mainly academics and tech people who knew how to use the various protocols. It was fantastic. I could communicate, I could ask questions about problems I was trying to solve and get answers. No fees. No subscriptions. A completely open environment that people could use. I never could have imagined how it would turn out.
