How do we fix this culture ?

1 - Remove anyone convicted of a crime (misdemeanor or felony) from ALL social benefit programs (SNAP, Welfare, etc) FOREVER. 2- Require everyone on benefits to submit to random drug testing. If found on illegal drugs - Remove from ALL social benefit programs. 3 - Build more prisons. 4 - Restrict Social Benefits ... Not a day over 2 years for ANY benefits. 5 - Cap benefits based on number of children to 3. No increase in benefit to women with more than 3 children. 6 - Enforce the laws on the books. Including: Disorderly Conduct, Indecent Exposure, Loitering, Contributing to the Delinquency of a Minor.

It can't be fixed.

Low IQ is genetic and can't be fixed. Low IQ people are inherently more violent. Low IQ people are often tribal. Low IQ people tend to breed...a LOT. Low IQ people's offspring will have low IQ too. There is no easy fix for a low IQ culture. Thousands of years of history has proven this. Low IQ tribal cultures do not advance on their own or they advance very slowly. They mostly remain stagnant because they live for today and for the moment.

Stop talking about fixing the culture, and just talk about completely remigrating them to Africa.

Make it profitable for the black community to have fathers back in the home, raising kids, instilling values in their daughters.

Get rid of welfare and build more prisons. At the same time elect/hire hard nosed prosecutors/DAs.

Start by calling out the Music producers who sign/support the artists who make the songs.
