How Finland solved homelessness

Finland did not reduce homelessness by magic, and not by compassion alone. It did it with state capacity, planning, discipline, and a social philosophy that understood a basic truth: if you want to rebuild a person, you must first stabilize the ground beneath them. Housing First matters, yes. But Finland’s success also rests on things many people skip: a smaller population, stronger public coordination, long-term housing policy, and a political culture more willing to treat shelter as infrastructure, not charity. OECD and Eurofound both point to Finland as a rare case where homelessness actually fell while it rose in many other countries. There is also a deeper historical layer. After World War II, Finland lived under real military restrictions imposed by the 1947 Paris Peace Treaty. That did not mean “no soldiers at all,” but it did mean a constrained postwar security framework that pushed the country toward careful statecraft, economic focus, and disciplined national reconstruction. So yes, policy matters. But culture matters too. A country does not produce this kind of social outcome from one law alone. It comes from education, restraint, civic seriousness, and a society that learned to survive cold geography, limited margins, and hard history by building systems that actually hold. In that sense, the spirit people admire in The Country of White Lilies still feels relevant. Not as a fairy tale, but as a vision of a society that chose literacy, dignity, public morality, and social responsibility over spectacle. Finland did not just “solve homelessness.” It built a state capable of reducing it. And that is a much harder achievement.

Working in social services in Finland, I see how important stable housing is. Housing First creates the foundation for recovery, safety and long-term stability.

Finland's secret weapon against homelessness saves serious cash, up to €15,000 per person yearly by cutting hospital trips and crises. Housing first isn't soft, it's the ultimate smart investment!

Finland has a personal income tax rate of 57.65 percent. That explains everything.

I would have thought the harsh winters would have solved homelessness pretty quickly.

The interesting part is that Finland treated housing as a foundation first, not a reward.

Could this model work in countries with much larger populations?

The US has this too, it’s called the projects. The only way to see if this initiative is actually working is to see if the population of the “non-homeless,” but still homeless and completely reliant, population is growing or shrinking. I tried to find out and it says 80% reintegrate into society. Does that mean they move out of their subsidized housing?

In the USA we throw millions of dollars at it so politicians and NGOs can siphon money off and get rich accomplishing nothing! Rinse and repeat year after year!

This does not account for mental illness or drug abuse, which is the underlying contributor here in Canada, people are provided shelter, then light it on fire, attack 1st responders and continue doing drugs. Meanwhile, struggling seniors without such problems or jobs live in f’ing tents. “Free” housing has solved nothing here.

@lewis_herbert Great idea! ... There are so many solutions to real world problems out there, but they all rely on politicians behaving like adults by listening to what the experts have to say.

It is no longer true as you see, the problem with socialism is that you eventually run out of other people's money:

Interesting but important context…Finland is all pretty much the same race forever. There’s no wild immigration and not multicultural areas or heavy drug use

There were 4,579 homeless people in Finland last year, an increase of 20% from 2024. And these were only the ones that found themselves into statistics. There are many more living off grid in the forests. This is not a "solved problem", and the "solving" is bankrupting the state.

Yeah. This will only work where homelessness is limited and people are not parasites.

hmmm, interesting solution, but here in Australia @AlboMP has allowed 3 million temporary visa holders (10% of our population) to swarm our scarce accommodation markets, The Albanese government making life miserable for Australians.

I'm willing to give this a chance if anybody out there is willing to finance it. There are plenty of empty commercial buildings and offices that we could convert into simple and free housing projects for people who are suffering homelessness. Why not, let's try it.

Finland has this magical thing called a 99% white population. Finns: 88-93% Sweden-Finns / Swedish-speakers: ~5-6% Russians, Estonians, Sami, Roma, and others: small percentages (each under 1-2%)

Many parts of America have this kind of thing in theory but unfortunately elected officials are stealing the money set aside for this by orchestrating private NGO’s to run these operations that funnel tax money back to the elected officials. Stop the fraud by politicians and stop with the NGO’s. Government officials have to be accountable for the tax money they spend and where they receive “donations” from.

Perhaps that is why Finland's debt is over 190 billion? For the rich it is a clever way to get taxpayers money. 1) buy apartments 2) raise rents 3) government pays, when the people can't. The system actually causes more poor people and make the rich richer.

Finland has 5 million people. It's super easy to maintain a small population like that, and they don't have the huge third-world influx. Send them 10 million illegals and let's see something.
