Jayapal: It is an increase in ICE funding. The reason people are saying it isn’t is because the CR from last year had an anomaly—a one-time funding amount of $485 million. If you add that into the base-year funding and look at this year, there is a $115 million decrease, but that was one-time anomaly funding. The core issue here is that there really are no guardrails on ICE and CBP. I can’t vote for it. I can’t be complicit in continuing to allow them to violate the constitutional rights of people across this country.

This CR is turning into a three-month omnibus, that will result in more Democrats than Republicans voting for it. The Swamp is using farmers and victims of natural disasters as pawns to fund an over-bloated pet project filled disaster. I would much rather help farmers and victims of natural disasters than continue a budget I already voted against, funding foreign governments and foreign wars. Why are farmers and victims of natural disasters always political pawns in an effort to continue funding bloated government? But it’s the same old Uniparty BS, dangling important programs around as bargaining chip to fuel more government waste and adding to our deficit.

As I said, the NIAA has been quick to deny this ‘action list’ for the voice, and no wonder! If any these demands were met, 97 per cent of Australians would be made second-class citizens based solely on race. However, minutes of government organisations meetings with Aboriginal groups around the country obtained through a freedom of information request show these sort of demands are being discussed. These include: •exclusive sovereignty for Aboriginal and Torres Strait Islander people over land and waters; •creating a new Aboriginal state from land under native title, with its own constitution; •a treaty or treaties recognised in the Australian Constitution; •racially-exclusive designated seats in Parliament reserved only for Aborigines; •Aborigines to receive a fixed percentage of all Australian gross national product; •Aborigines to be exempted from paying land tax; •funding for the voice to Parliament to be generated from percentages of land and water taxes; •funding for Aboriginal bodies and programs to be linked to reparations for “theft of land”; •creation of a ‘black Parliament’; •a race-based rent tax from “an open cheque book”; •race-based “inherent” rights for Aboriginal people in the Australian Constitution; •renaming more towns and landmarks after Aboriginal and Torres Strait Islander people; •the creation of “sovereign wealth” exclusively for Aborigines; •Australian taxpayers to fund the preservation of Aboriginal languages; •changing the Australian flag because it “symbolises the injustices of colonisation”; •tearing down statues of explorers; •enshrining Aboriginal “traditional ways of life” in the Constitution; •changing the curriculum in all schools for non-indigenous Australians; •“de-colonising” Australia; and •fee-free access for Aborigines to sport and recreation, including free sporting equipment. This is a genuinely STUNNING speech from the Western Australian Parliament. She only moved to Australia in 2007 as an international student but she is basically claiming to be more Australian than people with ten generations of history dating back to the First Fleet.

Last year, an Aboriginal ‘welcome to country’ at an ANZAC Day dawn service was booed. This year, there are calls to ensure the booing won’t be needed again. The issue is simple. A Welcome to Country frames Australians as guests on their own soil. It is said to be targeted to other ‘Aboriginal nations’ but that is negligible compared to the White guilt it so obviously tries to invoke while contest the sovereignty of Australia. That runs directly against the spirit of ANZAC. The men who served did not fight believing they were guests anywhere on this continent; they fought knowing it was theirs to defend. To imply otherwise, on the most solemn day of national remembrance, is disrespectful. Some will point out that a small number of ANZACs had Indigenous ancestry. That is true. But they made up a tiny fraction of the force, on the order of roughly 99.7–99.8% being of European origin, and the presence of some White passing indigenous does not redefine the purpose of the war effort. Australia fought as a nation for itself, not as a collection of separate nations within its borders (note also Australia at the time had the White Australia Policy). It is also a fact that Indigenous Australians were restricted from enlisting for much of the First World War, and some who did serve did so by concealing their background. Even after the war, many were denied equal treatment, including exclusion from the Returned and Services League, which supported the White Australia policy deep until the 70s. Others argue that booing is inappropriate, but the counterview is that introducing White guilt into a solemn national ceremony invites that reaction, at the very least. The conclusion is straightforward. A Welcome to Country does not belong at a dawn service, its existence is debated elsewhere, but to impose it and its modern political framing onto a moment that is meant to honour the ANZACs...
