I cannot see someone breaking the law and keep quiet simply because it’s not my department. When I encounter a problem, I will first engage the lawbreaker and try to find a solution. Not every situation deserves an arrest-sometimes citizen engagement works and helps change behaviour. However, if the matter is beyond my mandate or requires further intervention, I will escalate it to the responsible officer or department.
