We are now conducting one of our counter-offensive operations at the Donetsk direction – in the Pokrovsk and Dobropillia areas. Russian losses just since the start of this counter-offensive – in the Pokrovsk area alone, in these past weeks – are already more than 2,500, of which over 1,300 have been killed. Ukraine is rightfully defending its positions and its land. This is a heroic defense. I am proud of our warriors. I am proud of our people. In this war Ukraine finds protection against every Russian treachery. We are thwarting every Russian plan to destroy our state. Our defense is always active. We have proven that Ukrainians can achieve the necessary results even when many around the world expect results from Russia. It is important that our partners act with dignity – just as our people deserve to be supported. Russia must be forced to peace. Ukraine can do this – if our army has sufficient strength and sufficient long-range capabilities. I thank each of our combat brigades, all soldiers, and commanders who are using all their strength to destroy the enemy, especially by effectively deploying our drone capabilities. Our Ukrainian Defense and Security Forces are already gaining an advantage in this area – in July, our soldiers deployed more drones than the occupiers. This needs to be a steady trend on the front – across all types of drones available to our units: from FPV to all others, including our long-range drones – which are already having a strategic impact on the war. Impacting – in the interests of Ukraine. This is terror, by definition, without any disguises. The strikes harmed over thirty people across the country. As of now, five people have been reported killed. My condolences to their close ones. A significant part of our energy system is damaged. Air defense is the top priority right now. Our people here in Ukraine are responsible for the physical protection of facilities and their recovery following strikes. However, true and comprehensive protection from Russian missiles and "Shahed" drones is only possible with sufficient political will on the part of our partners. We work on it every day. Every day, we persuade partners of the importance and, more importantly, the feasibility of full protection of Ukrainian skies. Russian terror is only possible because we do not have enough modern air defense systems. Frankly, because our partners lack the political will to provide them. They all know exactly what is required and who can make life-saving decisions.

Russia has launched another brutal attack on our Kharkiv – on a construction hypermarket, on Saturday, right in the middle of the day. As of now, it is believed that more than 200 people were in the hypermarket. All the emergency services are already on the site and providing assistance, rescuing people, and extinguishing the fire that has completely engulfed the building – 10,000 square meters. There are killed and injured people. If Ukraine had sufficient air defense systems and modern combat aircraft, Russian strikes like this one would have been impossible. And that is why we appeal to all leaders, to all states: we need a significant enhancement of air defense and sufficient capabilities to destroy Russian terrorists. This is a task that must be accomplished and can only be accomplished together with the world. Every day, we call on the world to provide us with air defense and to save our people. Every unmade decision to support us results in the loss of our people.

First, we are capable of producing at least 2,000 effective and combat-proven interceptors every day. We can produce more – it depends on investment. We need about 1,000 interceptors a day, and we can supply at least another 1,000 a day to our allies. Second, we know how to build radar and acoustic coverage to respond to how “shaheds” and other drones approach. Third, we have software that allows radars to keep working even under electronic warfare jamming. In real time, we analyze enemy frequencies and respond to them. And because of this system, we understand how effective our defense is against almost every attack drone, and we can move our positions and air defense to get better results. This iPad gives full control of the situation because we have a system for using our defense tools. If a “shahed” needs to be stopped in the Emirates – we can do it. If it needs to be stopped in Europe or the United Kingdom – we can do it. It is a matter of technology, investment, and cooperation. This past week alone, the Russians have launched 1,920 attack drones, 1,790 guided aerial bombs, and 17 missiles of various types against Ukraine. We need to step up our countermeasures against these attacks. We are preparing for meetings with partners to strengthen our defense against this Russian terror. The G7, EU, and NATO summits are ahead. And it is very important that these negotiations result in concrete decisions. We expect meaningful meetings with our partners. First and foremost, we need support for air defense and our long-range capabilities, an expansion of cooperation in the Drone Deals format, and further strengthening of sanctions pressure on Russia. We must end this war in a dignified way and with guaranteed security. And it is through strength, the unity of partners, and pressure on Russia that this can be achieved in a lasting way. As always, a good and productive meeting with Prime Minister of Norway Jonas Gahr Støre. We discussed in detail our cooperation in the production and use of drones. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

And our main security guarantee is our Defense Forces, as well as the courage and ingenuity of the Ukrainian people. Ukraine has already become a global leader in unmanned technologies. We have built a drone market, our own unmanned fleet, missiles, electronic warfare systems, ammunition, and drone interceptors. On the battlefield, the heroism of Ukrainian Warriors is unquestionable. They are the ones holding the front line, and we owe them everything - our homes, our families, and our freedom. At the same time, it must be said that no country in the world was prepared for the challenges of a war of this scale. If not for civil society, the donations of Ukrainians, the work of volunteers and charitable foundations, the support provided to every unit, and the backing of our Western partners, we might no longer exist as a state. I thank everyone engaged in this effort. We are building up our own production, and this is essential. I also met with the Defense Ministers of partner countries who came to us on Independence Day. This is a great sign of solidarity with our warriors and with all Ukrainian people. We discussed the significance of developing Ukraine’s defense industry, cooperation in various formats, and security guarantees for Ukraine, which are crucial both for the future of our state and for the security of the entire Europe. I am grateful for the support and the readiness to continue working together for the security of our country.

It is very important to support our people here and strengthen our defenses, and that is exactly what we are doing. We have the capability to strengthen our defenses. Our team is preparing four new security agreements for Ukraine. Negotiations will start soon, and we aim to swiftly finalize the documents for signing. These agreements will provide us with defense support, finances, and humanitarian cooperation. By then, we will have nearly thirty such agreements with our partners. Our goal is to include a diverse range of countries, not just NATO members. All of them are equally ready to help us defend our shared values. No matter what happens in the world, we need our own tools to support our people and state—our security arrangements that will work under any conditions. This is the way we are moving forward.

Last night, our long-range sanctions once again reached the Moscow region – for the second time this week, the Moscow oil refinery was hit. Targets were also struck in the Rostov region and in temporarily occupied territories of Ukraine. This is a fully justified response to Russian attacks on our cities and communities, and another important result of our warriors’ work against facilities that sustain Russia’s war machine. I thank our Defense and Security Forces of Ukraine for their coordinated efforts – the Security Service of Ukraine, the Unmanned Systems Forces, the Special Operations Forces, Defense Intelligence, and our missile brigade for their precision. In recent days, all of our partners have noted the precision and effectiveness of our mid-range strikes and long-range sanctions. It is time the war ended, and Russia must take the necessary steps in diplomacy.

Yesterday’s Russian strike on Kharkiv sadly took the lives of two people. My condolences to their families and loved ones. Around 30 people were wounded—all have received the necessary medical assistance. I thank our rescuers and medics who work every day for our people. Over the past week, most regions of Ukraine have come under attack: 1,310 Russian guided aerial bombs, over 1,000 attack drones—mostly "Shaheds"—and 9 missiles of various types, including ballistic ones. A significant number were successfully shot down by our air defense warriors, mobile fire groups, and all units involved in protecting our skies. Russia is dragging out the war, and we are providing our partners with full information on the strikes the Russian army is carrying out and the actions it is preparing for. We expect a response from the United States, Europe and all our allies to this terror against our people. I thank all the leaders and states who understand this and continue their support. The stability and predictability of support for Ukraine are crucial. I am grateful to every country that helps us with air defense systems and investing in our defense industry—all of this helps protect Ukraine.

Today, I addressed Sweden’s annual national conference "Society and Defense," one of Northern Europe’s most important security and defense events. We can see that Russia’s aggressive ambitions can be thwarted if there is sufficient strength to do so. And we can only provide such strength collectively, in solidarity, by working together to strengthen each other. Ukraine has already begun joint defense cooperation with Türkiye, Romania, Poland, and the UK. We have similar agreements with Czechia, the United States, and Germany. And, of course, our suggestion for partners is to cooperate, develop, and grow stronger together. Ukraine is and will be one of Europe’s most significant security donors. We aim for the best weapons and technology in the world for our own and our partners' security. Joint production with Sweden is a priority for us. And I am certain that the day will come when we will see the opening of the first Ukrainian-Swedish joint production in Ukraine.

There will be a briefing from Secretary Umerov and our negotiating team on their contacts that have already taken place. General Hnatov and representatives of Ukraine’s defense and security sector will be working on the details of security guarantees for Ukraine, for Ukrainians. At the same time, Ukrainian government officials continue discussions with the United States and Europe on the real recovery and real development of Ukraine after the war. Most importantly, I will be meeting with envoys of President Trump, and there will also be meetings with our European partners, with many leaders, concerning the foundation of peace – a political agreement to end the war. The chance is considerable at this moment, and it matters for our every city, for our every Ukrainian community. We are working to ensure that peace for Ukraine is dignified, and to secure a guarantee – a guarantee, above all, that Russia will not return to Ukraine for a third invasion. I thank all partners who are helping us – helping Ukraine. And over these days in Berlin, we will work as actively and constructively as possible with everyone who can genuinely bring the agreement to normal terms.
