People who do this need to be more sure of themselves. No answer needs to be given any cop whatsoever. If cop asks a question, simply say, "With all due respect, I prefer not to answer any questions." If you really feel like answering questions, when asked why you are filming, simply say, "I am testing to see if any corrupt cops come over and break the law by telling me I am not allow to record and force me to show my ID. My goal is to expose government corruption." And never say anything to make it look like you are not sure about your actions. This guy repeatedly showed he was not sure about what he was doing.
