Why did they fire such a powerful interceptor? Was there a shortage of mid to low interceptors at the time? Or was the Haifa refinery such an important target to have Iran destroy it? Also did the Arrow-3 work?

When there is a target you cannot afford to have hit you use your best weapon.

Also you get an EMP. The EMP part would work better against reentry vehicles (less overall casing thickness = less shielding), which was the initial US/Soviet concept. Neutron or EMP to create an area effect, taking out a wave/cluster.
