Between his time in prison and his families special needs, can someone estimate his net cost to the taxpayer?

The problem with the system is kids with real educational needs are now having to study in large groups (my son, included), because we now offer EHCP to any kid with a funny cough. I wonder how many of these kids would have issues if money wasn't involved?
