Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. Just today, there were several air raid alerts across the country due to ballistic missiles threat. In parts of Ukraine, people are virtually living under the constant threat of such attacks. Right now, the world lacks not the systems themselves – but only the political decisions needed to protect lives. The systems do exist. There are even enough Patriots in the world to guarantee protection from Russian terror once and for all. But this requires a political decision – a decision by our partners. The second priority at Ramstein is ensuring continued support throughout this year. Stability and predictability of aid are the things that disappoint the aggressor and actually incite toward diplomacy. We need to eliminate Putin’s temptation — his hope that support for Ukraine will vanish. It won’t. The support will continue. We need that signal, and we need a steady supply of defense assistance.

All six Kalibr missiles were shot down last night, and 31 out of 33 cruise missiles were intercepted, meaning whenever the necessary capabilities are available, our warriors deliver truly high interception rates. That is the only explanation for the problem with ballistic missiles – insufficient number of interceptors. This is especially true for Patriots. We have proven to all our partners both the need, and more importantly, the possibility of providing greater protection of lives. It is simply nonsensical that, in today’s world, production has still not been scaled up to the level that is actually needed to protect people from ballistic terror. We have long made the case that we are capable of producing such defensive weapons ourselves. If Ukraine were granted U.S. licenses to produce Patriots, our own production would be sufficient both to protect Ukraine and to help partners in need. We are in contact with everyone around the world who can provide air defense missiles now. This is our top priority.

I thank Chancellor Merz, I thank Germany, and everyone who helps – our agreements have been fulfilled. More Patriots are now in Ukraine and being put into operation. Of course, more systems are needed to protect key infrastructure sites and our cities across the entire territory of Ukraine, and we will continue working to obtain them – not only at the political level with states and leaders but also directly with manufacturers of all necessary air defense systems and missiles for them.

In just a few days between December 29th and now, Russia has used about 300 missiles and over 200 “Shahed” drones against Ukraine. Prior to Ukraine, no country in the world had ever successfully repulsed such combined attacks with the use of drones and missiles, including air-launched ballistic missiles. Only today, 10 Kinzhals were shot down. I am grateful to every warrior in our Air Forces, all fighters in mobile air defense groups, every anti-aircraft gunner, and everyone throughout the world who is assisting Ukraine by providing weapons to defend our skies. Each additional air defense system and missile saves more lives. It is here, in Ukraine, and with our air defense, that we must demonstrate that democracies are capable of protecting lives from all types of terror. If we fail to achieve this task in Ukraine now, Russian terror will further spread throughout Europe and beyond. The Russian leadership's sense of impunity, forged over decades of unrestricted authority, has already resulted in a lot of suffering and loss of life. Russia must confront the responsibility for taking lives as well as the power of those who protect them.

This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. Efforts to deal with the aftermath of the massive Russian attack are currently underway in the Kyiv, Sumy, Kharkiv, Dnipro, and Mykolaiv regions. All necessary services are involved. The main target for the Russians was the energy infrastructure of the Kyiv region, but unfortunately, there were also direct hits on and damage to ordinary residential buildings, schools, and civilian businesses. As of now, four people have been reported killed. My condolences to their families and loved ones. Many people have been injured, and some are still seeking medical assistance. Over the course of the night, the Russians launched around 430 drones of various types and a significant number of missiles. Efforts to deal with the aftermath of the massive Russian attack are currently underway in the Kyiv, Sumy, Kharkiv, Dnipro, and Mykolaiv regions. All necessary services are involved. The main target for the Russians was the energy infrastructure of the Kyiv region, but unfortunately, there were also direct hits on and damage to ordinary residential buildings, schools, and civilian businesses. As of now, four people have been reported killed. My condolences to their families and loved ones. Many people have been injured, and some are still seeking medical assistance.
