The interpretation that people are likely having to this clip is really out of context with what nic really thinks. If you understand his entire body of work over the years you'd see that he knows what he's talking about a lot more than people give credit for. Just my 2¢.

Nic thinks he can go to Bitcoin leadership and command a change. That's not out of context. There's another clip where he complains no one's in charge! It's obvious from his "body of work" in last couple years that he has completely distorted view of Bitcoin development.

I think what is being interpreted as "arrogance" or "concern trolling" by him is actually just genuine concern for something he sees as important. And the points he raises about Bitcoin's opaque consensus levers are valid. It's super unique in that way, and he is more saying "If there was a crisis that was about to happen, how would one alert the persons who could avert the crisis in a timely manner? How quickly could the ship be righted? These are important questions. I don't have an informed opinion on quantum. I'm just judging this whole saga based on what I've observed from both him as well as the Bitcoin consensus process itself over the years.
