Not normal at all. They’re making a huge mess on the sidewalk and facade of the building. That’ll stain all the stucco and sidewalk pretty quickly. The proper way would be walking it up a ladder or scaffolding and working off of that, or mixing bags on the roof if there’s water access. There are lift systems that can be used to get heavy things on roofs too.
