Christine Lagarde, head of the European Central Bank, openly praised China’s system as the prototype: “It is piloted on a fairly large scale in China, where it is of use and of service to all citizens…” She continues: “…If it is well done, and if it is well implemented, it would be of service to all (European) citizens…” Translation: China was the beta test. In 2020 the news service - France24 did an expose into China’s digital ID system. It ranks people via a social credit and gives state oversight and control over every aspect of their lives. It’s disturbing and shocking. Ironically France right this moment is scrambling to build its own Biometric Digital ID system, which the country is negotiating with the entire EU for the whole of the Europe to adopt. The goal is to expand into passports, facial recognition border technology and currency. France has stated that they want to build this to a global digital system. France’s Digital ID system was introduced in 2023 under the guise of keeping children safe from social media. Watch the video below, this is where Luxon is going to take New Zealand to.

Today marks a transformative milestone in Zimbabwe’s education journey. I am pleased to announce that the Ministry of Primary and Secondary Education, in partnership with UNICEF Zimbabwe, is launching the One Laptop, One iPad Per Pupil initiative an ambitious, nationwide programme aimed at bridging the digital divide and empowering every learner with the tools of the 21st century. As part of this initiative, I had the honour of presiding over the official handover of a major consignment of ICT devices, including laptops, projectors, and tablets. These resources are specifically targeted at disadvantaged and solar-powered schools across the country. They will support digital teaching and learning, ensuring that no child is left behind in our pursuit of inclusive, equitable, and quality Education. This programme is not merely about technology it is about equity, opportunity, and transformation. It is about unlocking the potential of every learner, regardless of geography or background, and ensuring that our education system is relevant, inclusive, and future-ready. We pay tribute to His Excellency, the President of the Republic of Zimbabwe, Dr. Emmerson Dambudzo Mnangagwa, whose visionary leadership under Vision 2030, the Presidential Computerisation Programme, and the promotion of public-private partnerships continue to drive innovation and inclusive development across all sectors, including Education. By placing a laptop and an iPad in the hands of every pupil, we are not only investing in their future we are building the digital foundations of a knowledge-based economy.
