Jordan Neely also threatened to kill people and had over 40 arrests. He was a danger to the people on that train. And if police had arrived in a reasonable amount of time he might have lived.

And what mental health crisis would that be? The desired effects of the drugs he was on? Give it a rest, because the justice system failed Jordan Neely by repeatedly releasing him instead of keeping him locked up after one of his previous 40+ arrests. Make Asylums Great Again!
