Your statement applies not only to #Ukraine, or to other countries where war and other forms of violence are a part of daily life. Justice is in short supply in many parts of the world - including the US, where impunity for the powerful and wealthy has become entrenched and normalized in our society. The issue is not that we lack the laws to hold such criminals to account or the legal institutions to prosecute them, but the profound lack of leaders like yourself, for whom justice is a high priority.

Today, together with the Secretary General of the Council of Europe, Alain Berset, we signed the Agreement on the Establishment of the Special Tribunal for the Crime of Aggression against Ukraine. Today’s Agreement and this Tribunal give us a real chance to ensure justice for the crime of aggression. We must send a clear message: aggression leads to punishment. And we must do this together — as all of Europe. The Hague is waiting for those responsible. There must be accountability. We are grateful to the Council of Europe for taking the lead in this process. Justice will certainly be restored.

The Global Peace Summit has the potential to bring Ukraine closer to lasting and just peace. One of the most important steps on this path is the return of captives and deportees, including children who were abducted by Russia in the occupied part of Ukraine and taken away from their homeland. Russia is killing, ruining and trying to destroy our future. But we are stronger. We must do everything in our power to ensure that every Ukrainian child is at home, happy, with their family, and safe.
