Akbayan Rep. Perci Cendaña pointed out that the two highest budget lines under the unprogrammed appropriations are still mainly for infrastructure projects: Support to foreign assisted projects for 97.3 billion pesos; and Strengthening Assistance for Government Infrastructure and Social Programs (SAGIP) for 80.9 billion pesos. "Kung susumahin, halos 70% ng Unprogrammed Appropriations sa 2026 budget ay for infrastructure projects. We could have invested in health — pero lamang pa ng 3 billion ang Unprogrammed Appropriations kumpara sa DOH budget. We could have invested in education. Pero bakit puro infra pa rin?", he said. In previous years, SAGIP has been linked for the release of funds for controversial flood control projects. The budget sponsor, Rep. Mika Suansing, welcomed the call for the removal of SAGIP — but not yet of the entire unprogrammed appropriations budget. In response, Akbayan Rep. Cendaña called against the passage of the budget with the unprogrammed appropriations: "We have to zero out the Unprogrammed Appropriations budget until we ensure that our institutions are immune from corruption. Huwag na nating payagan na patuloy na abusuhin ang kaban ng bayan." ROMUALDEZ BREAKS SILENCE: I WILL NOT BE YOUR SCAPEGOAT Former House speaker Martin Romualdez rejected allegations that he masterminded a massive corruption scheme and said he will confront what he described as a “false, twisted, and unfair” narrative. After months of silence, Romualdez said he is ready to address the issue publicly, maintaining that he cooperated with authorities, submitted his affidavit, and has “nothing to hide.” He also authorized the release of his sworn statement and supporting documents. “I know there is no evidence that proves I committed plunder, conspiracy to commit plunder, or any similar offense that the Ombudsman may be contemplating against me,” he said. He also disputed claims linking him to budget irregularities, stressing that the national budget is a collective process involving the Executive, the House, and the Senate, not the work of a single individual. He added that project implementation, including flood control, falls under the Executive branch, particularly agencies such as the Department of Public Works and Highways. Romualdez said he was not part of bicameral or small committee deliberations and pointed to Senate President Francis Escudero and Rep. Zaldy Co as among those involved in budget decision-making. He also said his district in Tacloban has “zero ghost and zero substandard flood control projects” and invited public scrutiny of projects linked to him. Dear Hon. @SupaMandiwanzira, Thank you so much for your insightful and PASSIONATE comments on the 30MW Gairezi Hydro Power Project and more importantly, for consistently REPRESENTING the genuine expectations and hopes of the people of Nyanga Constituency. I fully appreciate and SHARE the frustration within the constituency, particularly after the preparatory works that were done and the excitement that was created around EMPLOYMENT prospects which the Project would have created. As Zimbabweans, we all want to see such projects being COMMISSIONED because beyond electricity, they carry real socio-economic benefits for communities. Allow me to clarify and give a brief summary of the pertinent facts ; The tender for the Gairezi 30 MW Hydro Project was not awarded to “CHIVAYO” personally, but to a consortium led by an Indian Multi-billion dollar Government-owned engineering conglomerate BHEL(Bharat Heavy Equipment Limited ), working together with Angelique International Ltd , while Intratrek Zimbabwe (Pvt) Ltd participated as their local contractor. Like many local contractors across Africa, Intratrek rides on the CREDIBILITY, bankability and TECHNICAL CAPACITY of international OEM partners in order to achieve project delivery. In this case, that international credibility was precisely what made the consortium competitive and to be awarded the tender as the LOWEST compliant bidder to specification. The fundamental issue that prevented implementation was challenges in achieving FINANCIAL CLOSURE. The project cost was USD 113 million for 30MW, which made the business case extremely DIFFICULT to finance when tested against the lenders’ requirements of Return on Investment, yield, asset return, plant load factor, and overall BANKABILITY. In simple terms, it is not enough to have a technically feasible hydro power plant. Financiers must be satisfied that the project has sustainable CASHFLOWS and repayment security. Unfortunately, the FINANCIAL MODEL struggled to meet that threshold. It is also important for both you and the general public to understand how projects like this actually work. Before any DISBURSEMENT is made, there are strict project finance requirements such as Letters of Credit, Advance Payment Guarantees, Performance Guarantees, supplier guarantees, OEM confirmations and technical milestones such as Factory Acceptance Tests and inspections for key equipment. As Contractors, we even incur substantial UPFRONT COSTS during the cumbersome bidding process for international travel to OEMs often in India and elsewhere overseas, before the final tender submission. So if anything, Contractors also get DISAPPOINTED when projects stall, because we invest real money and expert a return out of it. We are always ready to execute because the more we CONSTRUCT and commission projects, the more we EARN through fairly reasonable margins. It is however understandable that in this case, ZESA through Government ultimately prioritised high-yield generation projects such as Hwange Units 7 & 8 which gave a total output of 600MW after project execution and commissioning . In simple terms , suffice it to say this explains why the Gairezi project and others such as Harare and Munyati Repowering Projects were held in abeyance. I therefore respectfully acknowledge your concerns as an Hon. Member, and I look forward to the project being REVISITED by Government and the most ideal funding structure being considered for its development. I hope this clarification assists the public to understand and all those making SPECULATIVE comments suggesting that payments were made , should also be respectfully guided accordingly. I THANK YOU.

The fame whore Congressman Toby Tiangco and the Navotas City flood I watched the press conference of Toby Tiangco before the typhoon hit the Philippines. He was asked if Navotas was ready — you can sense the fear as he switched his tone and just like clockwork, he started saying that flood control projects should be assessed within 5-10 years as most have “phases”. He knew that the incoming typhoon would tell the whole country that his district is also problematic. Why are his excuses acceptable and the others’ are not? Please don’t make me laugh. He’s too busy advocating for the narrative of those who are against the administration, he forgot to advocate for what his district needs. What? Flood control projects. He was so busy being in cahoots with Senator Marcoleta and then Senate President Chiz Escudero — that he forgot to do whatever it takes to make sure that his constituents will not be submerged in water again. Yes! Chiz Escudero in his privilege flaunted bringing Congressman Toby Tiangco in the Blue Ribbon Committee hearing as if it’s an accomplishment. Lols. Congressman Toby Tiangco was too busy asking for the list of projects — not for transparency but for his own personal agenda. That he forgot that he needs projects too or is it safe to say that it is no longer his priority? I hate hypocrisy more than anything — this is what Benjie Magalong and Toby Tiangco have in common. Rumors have it! People say that the congressman from the lone district of Novotas wants to run for Senate in 2028 so he is milking the whole Zaldy Co issue. Why else would he antagonize the new Committee on Appropriations Chair when in fact he was a Vice Chair of Zaldy Co last Congress? Why else would he ask the Department of Foreign Affairs to do something that is illegal? It is all for his personal political aspiration in 2028. So I would caution the news channels for giving him the air time. The whole nation wants to hold Zaldy Co accountable — we don’t need one fame whore to push for it. It’s already a popular opinion. Probe Senator Dante Marcoleta You have to admit it! How Senator Panfilo Lacson called him out was satisfying! That is the Marcoleta brand — confusing people with his extreme emotions and nonsense rhetoric. Divert the conversation elsewhere, to save someone or something. It is definitely not okay when he made a deal with the Discayas without the approval of the whole committee when he was the chair. Later on, the affidavit of the Discaya was proven wrong a couple of times. Why are we even talking about the possibility of being a state witness? Well, it is not the first time that Senator Dante Marcoleta tried to defend sketchy personalities and/ or entities — truth be told, there’s a clear pattern. I am not surprised how he would go above, over and beyond for the Discayas because that’s how I’ve known him in the 19th Congress. I think that it is of national interest to probe the Date Marcoleta —- why is he protecting the Discayas? What was his stake with NGCP? And others. A clear pattern: Why focus on ____? This is one of the usual arguments of Marcoleta to shield the sketchy entities and people. He used this argument when the NGCP was on the hot seat for not complying with the tax requirements and the Chinese ownership in our state grip. —- this was also his argument to shield Sara Duterte from legitimate questions regarding the confidential funds of the OVP and Duterte-led DepEd. Flip-flopping opinion about COA To protect Sara Duterte, he defended the process of the Commission on Audit — but during the Senate Blue Ribbon Chair he lambasted the COA for not doing a pre-emptive audit. COA defended itself saying that their mandate is limited only to post-fact. Divert the conversation This is his ultimate tactic — stop or divert the conversation when the things are not looking good for whomever he is protecting. This was very evident when he chaired the Blue Ribbon Committee and was raised by other Senators. He interrupted the conversation when it’s heading towards the Duterte administration. Several times if I may add. This is the very reason why he’s stealing the show — to confuse the public and get the headlines. Not accepting a different answer It is one thing when the Resource Person is lying, that is one contemptible violation — but Dante Marcoleta formula is to pressure the person into what he wants to hear. Is the truth too incriminating that the Vice President cannot simply answer questions? Entitlement and arrogance. I do not have high regards for the Vice President but her behavior and attitude during the congressional budget is on a different level. To say that she is disrespectful is an understatement. Rightfully so, Congressman Jay Khonghun moved to defer the budget of the Vice President for refusing to answer questions and disrespecting the committee. I agree with him when he said that we are a republic, we do not have a queen or king — the Vice President cannot do what she wants without checks and balances. I have been watching budget deliberations all my adult life. Both houses of the legislative always ask about the expenditures of the previous years in comparison with their proposed budget for the upcoming year. It is a common practice. Asking that question will give the congress the confidence to grant what is proposed. I want to highlight the interpellations of the Rep. Rodge Gutierrez, he explained in length why asking questions regarding the confidential funds is within the bounds of the discussion. Ironically, it was Congressman Ungab who told him that, the same representation who was in defense of the Vice President earlier today. Rep. Guiterrez also asked the Vice President regarding the COA findings including the lack of documentary evidence as a reason for the disallowance. Please watch the video in full length. There are serious concerns about the “auditors” Debbie Lesko is putting our $400,000 money on. The ones that stood out for me: 👉🏻 They screwed up previous audits with unusable work 👉🏻Cost is 4x more than the lowest bid 👉🏻Their review process is insufficient- they only talk to people - no cyber, system, network physical examination. 👉🏻But the big red alert 🚨 - they are currently involved in litigation for data breach they caused! According to the certification list they do have GIAC Certified Forensic Analyst (GCFA) among other IT/systems certification. I guess they didn’t learn much when they got certified on IT issues. 🤦🏻‍♀️ Debbie - the audit that needs to happen should be done by a renowned expert in forensic examination. This whole system needs to be stripped down to its eye teeth. But these guys shouldn’t be it. I can’t pull up the contract from your post. It would be helpful to understand exactly what they are tasked to do. Can you post it here? Also, I’m curious, Did you get all the responses to the RFP? Did “Institute of Election Auditors” submit a bid?
