In previous years, SAGIP has been linked for the release of funds for controversial flood control projects. The budget sponsor, Rep. Mika Suansing, welcomed the call for the removal of SAGIP — but not yet of the entire unprogrammed appropriations budget. In response, Akbayan Rep. Cendaña called against the passage of the budget with the unprogrammed appropriations: "We have to zero out the Unprogrammed Appropriations budget until we ensure that our institutions are immune from corruption. The budget cut at the very least for computerization was justified and here’s why: I followed the Committee on Appropriations hearings for the budget of the Department of Education in both houses of the legislative. I have been writing a lot of this. The decision of Congress was based on facts —- things they already raised with the agency numerous times, even before the budget season. Just for a quick appreciation of facts: in 2022 11.3B was allocated for the DepEd Computerization Program, in 2023 11B. A total of more than 20 billion pesos! According to the COA’s DepEd 2023 report, only Php 2.075 billion of its 11.3 billion budget was utilized. So forgive me for agreeing with this budget cut, unless the new DepEd Secretary can prove that he can fix the internal issues of the agency — I would rather give way to other programs in our tight fiscal space. “How can Secretary Angara defend DepEd’s lack of action when the Philippines is already at rock bottom in global education rankings? A teacher-to-computer ratio of 30:1 is unacceptable in 2024. We need to see drastically improved utilization rates before any discussion of budget increases or restoration” -Rep. Is the truth too incriminating that the Vice President cannot simply answer questions? Entitlement and arrogance. I do not have high regards for the Vice President but her behavior and attitude during the congressional budget is on a different level. To say that she is disrespectful is an understatement. Ironically, it was Congressman Ungab who told him that, the same representation who was in defense of the Vice President earlier today. Rep. Today, our streets are safer and cleaner, and people struggling on the streets are getting into treatment. We’re making it easier to open and operate a small business in our city. And that progress has led to results: Businesses of all sizes are coming back to San Francisco, people are shopping downtown again, and tax revenues are higher than projected. While we are making meaningful progress, we are not out of the woods. Our economic recovery is very fragile. And since last year’s budget, the city has faced new federal and state funding cuts. This means our budget gap would reach $1 billion in the coming years if we don’t act. The charter requires that, as mayor, I submit a balanced budget each June—we cannot spend more money than we bring in. And we must also address this long-term $1 billion dollar deficit. Because if we don’t act now, we will have to do twice as much in the coming years, with the choices becoming more expensive and more difficult. This year’s budget will include painful but necessary decisions. I know they will impact individuals and communities, and I take this seriously—which is why we must act now to avoid even deeper cuts later. This year's budget will continue the work we’ve been doing since last year to manage city funds responsibly and deliver the best possible services. And it will put our city on a path to a lasting economic recovery that benefits all San Franciscans.

Now, watch the attached video of a healthcare facility - collapsing because of corruption, incompetence, and indifference. This KSH 3.3 billion went to 1% of those in government. And, it does not include the money lost to corruption in the shameful facility under discussion. After raising KSH 250 million locally, or 3% of its budget, the county drops KSH 381 million on travel. Travelling in style. Where to? "Benchmarking exercise" in Tanzania. "Smart (more appropriately, "dumb") governance" in Dubai. "Empowering excellence" in Dubai. "Digital conference" in Rwanda. "Retirement planning" in Tanzania. "Leadership and integrity" in Tanzania. I mean - you gotta hand it to them. They are trolls per excellence. Leadership and integrity? The point is - this county that started by taking 55% of all revenue on salaries, drops KSH 381 million travelling, for absolute nonsense. ZERO VALUE FOR CITIZENS. The governor is taking home a basic income that is a whopping 75 times the income earned by the average citizen. The MCA? 15 times. All this information can be found on the last attachment. This county, in 2024-2025, spent KSH 0 on bursaries - in a county where one in two people cannot afford two meals in a day. It total, it spent only KSH 170 million on education in the county, which was about 1.9% of the budget. For all the children in the county. 55% on salaries, 1.9% on education. After all that wastage and greed - believe it or not, the county has a lengthy list of stalled projects. Look at the the third attachment here. Many of the stalled projects list: "Inadequate funding" has the reason that the project failed. The stalled projects include healthcare facilities and schools. Let that sink in. Our laws tell county governments - do not spend more than 35% of revenue on salaries for yourselves - because you are not the purpose for devolution. You are not the purpose for the existence of government. But - that doesn't mean anything. They spend 55% on salaries - on a tiny fraction of the county - less than 1% of the county population.
