The only mistake made was him coming to Houston. At this rate, something really bad is going to happen and he will be responsible. Not that he cares, but him getting fired will not be enough.

Sure. He would had been responsible for multiple accidents on the icy roads so liable for death, injuries, and vehicle damages. Not to say putting the health of thousands of children because inadequate conditions at schools. Is this his first job?

Police,Firefighters and Hospitals are essential to safety to weather related emergency situations.Highways freezing over and multiple accidents across the city warrant only essential services being on the roads.Children and teachers should not be put in harm’s way.
