This time, he began to threaten the EU countries bordering Belarus with a new proxy war using migrants as weapons. Lukashenka claimed that "people from the East are starting to flock to Belarus." He complained about their "incompetence" and "lack of professional skills," adding that "uncontrolled migration is a disaster" for Belarus. According to Polish authorities, around 15,000 migrants were present in Belarus in November 2021, with 2,000 to 4,000 stranded directly at the border. Last year, the Polish Sejm significantly expanded the powers of border guards, military and police officers in the fight against illegal migration. This week brought us closer to finalizing the 19th sanctions package – we expect its approval soon. We will quickly synchronize the package in Ukraine. Russia’s energy resources are being restricted. The infrastructure of the “shadow fleet” will face new pressure. Cryptocurrency schemes used by Russia to bypass sanctions will also be countered by Europe. I am grateful that many of Ukraine’s proposals have been taken into account in the EU sanctions package. We now expect strong sanctions steps from the United States as well – Europe is doing its part. Everyone can now see Russian interference – against Poland, and yesterday against Estonia. These are not accidental incidents. Russia will continue trying to spread its aggression, destabilization, and interference. This is their system. This must be countered, also systemically, and together. I thank everyone who is helping.

I met with Minister of Foreign Affairs of Lithuania Kęstutis Budrys. This is his fifth visit to Ukraine in this role. I thank all the people of Lithuania for supporting Ukraine, as they have stood by Ukraine since the first days of Russian aggression. We discussed regional security and the threats Russia and Belarus pose, especially following the recent drone incursion on Poland; strengthening sanctions policy; joint defense production; participation in the SAFE instrument and PURL initiative; and assistance with reconstruction, demining, education, and rehabilitation of the wounded. Lithuania has opened an office in Ukraine to coordinate these projects – and that is important. Thank you. Support for Ukraine on its path to the EU, including the opening of the first negotiating cluster, was another key topic. We are also preparing for the UN General Assembly – our collective voice must be strong.

UN Member States should stop appeasing the regime with their votes and instead use this vote to send the world a message. I would encourage you to send the regime in Havana a message, and send the Cuban people a message. Stop using this vote to blame them and blame all of its economic problems on the United States. No government in history has ever made a communist economy work – even fellow socialist and communist states are urging Cuba to open its economy to its own people, allow its people to thrive. And the only thing equal about communism and socialism is that everyone is equally miserable and poor.

I welcome today’s recommendation by the European Commission to open EU accession negotiations with Ukraine. This is a strong and historic step that paves the way to a stronger EU with Ukraine as its member. I thank the EU and personally Ursula von der Leyen for supporting Ukraine on our road to the EU. Ukraine continues on its reform path and looks forward to European Council’s decision in December.

At 4am this morning the EU voted to provide a €90 billion aid package to Ukraine. This is a significant step forward to ensure Ukraine is NOT forced to capitulate to an indicted war criminal and a US president who is complicit in attempts to see an ally nation handed to Russia. While I believe that they SHOULD have used Russian frozen assets to fund this loan, that option while left on the table for future use was not used. There is now an opportunity for Europe to really step up and help bring this war to an end to secure a just and lasting peace without Ukraine being extorted by Trump for its energy and rare earth resources. I believe this is the first step in the separation of Europe from the US in terms of the military partnership. The intention now is to invest in European arms manufacturing as the plug is being pulled of the procurement of US military hardware.
