Yes, I always observe that. Many consider stopping to observe is a sign of weakness. Going ahead without looking is sign of strength etc.

This is an habit when you are not used to following the vehicle ahead of you. The DC car stopped rightly and ideally the BMW should have waited behind the DC car. But the habit to overtake at any cost will one day result in an accident.
