Here is an example of the rig setup on Suzanne. Basically all you need is some dynamic bone addon (there's a bunch of them like Dynamic Bone, Wiggle Bones 2, Swingy Bones Physics,...). Create a controler bone, stretch bone and stretch target bone. 1/2

Parent both stretch bones to controler bone. Apply bone dynamics on the stretch target bone and add stretch to constraint to stretch bone. Then parent the rest of the rig (or part of the rig you wanna move) to the stretch bone and animate the controler. 2/2
