Maybe northern states need to collect agro-taxes before any produce going to manufacturers (cereal, flour, breweries etc) leave their state of origin. A farmer in Katsina should not crop, sell without significant profit; his grains become cornflakes only for some states to reap!

It's simple they should propose the bill that says every economy generated in each state should be use in the state and the state should be the one pay the federal and not the federal paying the states then each state in this country will become productive
