CM Fellowship: Where Young Ideas Meet Governance Attended the Chief Minister Fellowship Programme Appreciation and Commencement Ceremony 2026. The Chief Minister Fellowship Programme, launched in 2015, was envisioned to bring the fresh perspectives, creative thinking and field-based approach of young professionals into governance while creating meaningful learning opportunities through close engagement with the administrative system. The collaboration with IIT Bombay is giving the programme a more structured and academically grounded approach, further strengthening this exchange between young talent and public administration. Over the years, Fellows have made valuable contributions across several areas. Their inputs helped shape Maharashtra’s Startup Policy, supported the strengthening and repurposing of the Maharashtra State Innovation Society, and contributed to the development of district-level war rooms that enabled data-driven monitoring, ground-level assessment and more accurate evaluation of government programmes. Fellows have also contributed significantly to initiatives such as the Mukhyamantri Samruddha Panchayat Raj Abhiyan, various housing schemes including Pradhan Mantri Awas Yojana, and efforts to create better market linkages for products made by farmers and women’s Self-Help Groups. Their field interventions have demonstrated how fresh ideas, when combined with administrative experience, can translate into meaningful outcomes on the ground. The CM Fellowship Programme is an ever-evolving journey. Each new batch carries the responsibility of building upon what has already been achieved, bringing sharper ideas, stronger execution and new solutions to the challenges of governance. Farooq Ibrahim, a 54-year-old gaadiya vendor, has spent the past five years at Siyam World Maldives, bringing with him more than three decades of experience. Farooq said the idea of introducing a traditional gaadiya at Siyam World Maldives was proposed by the resort's manager, Ausy Waseem, and director of marketing, Sara Siyam, who approached him to help create an authentic Maldivian experience for guests. Drawing on his decades of experience, he advised them on how to develop the concept. Today, he said, the gaadiya has become one of the resort's most popular attractions and is recognised across Siyam World Maldives and other Siyam resorts. He explained that when he first joined the resort, the gaadiya sold only fresh coconuts (kurumbaa), which he felt would not be enough to sustain the concept. Based on his recommendations, the offering gradually expanded to include traditional Maldivian favourites such as hedhikaa, maskaashi, dhiyaa hakuru, and mudi kaashi. The gaadiya now showcases a wide range of local produce, including fresh screwpine fruit, with the live demonstration of cutting and serving the fruit becoming a memorable experience for many guests. Farooq said he hopes more resorts across the Maldives will establish gaadiyas to help preserve and promote Maldivian culture. He also encouraged young Maldivians to consider the trade, noting that their English language skills would allow them to better engage with international visitors and elevate the experience, helping introduce this uniquely Maldivian tradition to a global audience.

Today, we complete Circle’s stack with the launch of our own website builder. A quick backstory: When we started Circle, my co-founders Rudy, Andy, and I would often talk about how most websites for creators and digital products felt disconnected from what they actually sold.
