Prefab converts a construction schedule into a factory schedule, which trades unpredictable site labor for a fixed line rate you can't surge — the ceiling stops being weather and permits and becomes takt time. The electrician-to-factory-worker gap is the sharp detail: those are different skills, different wage structures, and a traveling trade doesn't relocate to a plant in Ohio.

Modular doesn't remove labor, it moves it into factories. I'd add clean power, land, and energy workers. That's where stable hubs like UAE make sense for scaling AI.

Moving labor into factories does not erase CapEx. It relocates the bottleneck to plant footprint and factory workers. Module supply is already tight.

We need the data centers. We have to win the AI race. My guest for episode 5 of Counterweight is Manhattan Institute's Judge Glock. This spring he wrote about Loudoun County, VA in City Journal. Loudoun, one of the richest counties in America, with a median household income of around $170,000, has become the unlikely center of a new data center-based industrial revolution. And it's not just Loudoun. Data center construction is up about twenty times nationwide in three years, leading to an enormous political backlash. New York State imposed a moratorium on data center construction, and even Republican Greg Abbott of Texas has put a temporary pause in place. Meanwhile, speaking for myself, I’ve seen a ton of fear-mongering about them, with very little in the way of clear explanation of what the costs and benefits are and what they mean for the localities that might bring them in. I've brought Judge on to walk through in granular detail how data centers work, how Loudoun County became ground zero for the data center boom, and the recent pushback against data centers. We also talk about the unfortunate habit that AI CEOs have of seeming like the gloomiest people in the world in relation to the products they are trying to sell.

Construction is a colossal logistics problem: getting the right people, materials, and information to the right place at the right time. To industrialize construction, this paradox must be overcome. We overcame it by inventing a new type of manufacturing that allows for localization; we call it a Mobile Micro-Factory (MMF). We need to put up a lot of them really fast to make a dent in the supply-and-demand gap (millions of homes, all types of homes). So, we made a factory that makes factories. We call it the PAPA factory. We plan to open 5-7 of them across different geographies, de-risking supply chains and bringing production closer to demand. Each PAPA factory can make 5 MMFs per year. Every new “factory that builds factories” multiplies downstream production capacity. This all sounds crazy; however, it’s a highly orchestrated path to putting scale front and center. Tackling the housing crisis means you need to build a lot of homes: quicker, cheaper, and better.

👿👿 This made my blood boil!!! Trump said so many things that aren't true in this statement yesterday about America needing foreigners to train American workers, it's hard to know where to begin. But I'll try: 1. Phone manufacturing doesn't require high skilled labor. One can easily train the manual labor up required for this. But in the U.S., companies will likely use advanced manufacturing techniques that require 100x less manual labor. 2. America already has 41 semiconductor fabrication plants. Did you even know that? We make all kinds of chips already. Not necessarily that latest, cutting edge ones, but that's changing. 3. Semi fabs do not require large numbers of people to work in them like car factories. 4. Chip production is a specialty that American universities train people to do. Many American engineers have various aspects of chip making skills already. But chip making is an exception in that we may need some foreign labor to help in the short term. None of the other industries he mentions are anything like chip fabs. There is no need to generalize from the specific needs of chip makers to the rest of American workers. None. 5. The 'temporary' visas used to bring the 'thousands of foreign workers' into the country were changed into 'dual intent' visas in 2001. So every one of those workers will be seeking a Green Card and other visas to extend their stays and migrate here permanently. 6. The battery factory in Georgia was using ILLEGAL labor. We already have visa types for companies transfer needed staff to the U.S. Why didn't they use the L1 visa type that was available? And they weren't training American workers, they were doing all the work. They were also living 10 to a house poor living conditions. They also has other non-Korean illegal aliens working in the factory. What can we take from this? These foreign owned factories will be filled with foreign workers. Americans can drive Doordash and be the plumbers who fix their toilets...

John: There is a lot of opposition to building in America, broadly. That's just the nature of our society. I was thinking about, what do Americans want to build? Because it's easy to look at the data center stuff and be like, "Well, everyone's against building data centers." I was reflecting on the whole reindustrialization meme this weekend. And I was thinking about the actual knock-on effects of reindustrialization — most people don't want a car factory in their town. I actually think people don't really want change. They don't want things built. Data centers are probably at the bottom of the list. They're the least popular. But people don't want stuff built, generally. There are very few things that people are like, "Yeah, I'd be down for that to be built." People like the status quo. They're happy with things as they are. And they don't like change. People block home construction all the time. Also, permitting and expansion of existing homes. I'm not saying that they're as unpopular as data centers. Data centers are at the bottom. But new housing in communities is like razor's edge. I do think there's an element of like, Americans don't want to build anything.

BlackRock CEO Larry Fink says the biggest job boom coming to America has nothing to do with AI software or Wall Street, it's in infrastructure. Specifically, the construction, power grids, and data centers. That is where he believes the massive job growth is coming from. And his warning is that we are not ready for it. Companies are committing hundreds of billions to build out AI infrastructure across the US, Microsoft, Amazon, Meta, and Alphabet are projected to spend $650 billion on it this year alone. But that buildout requires physical workers. Electricians, pipefitters, construction crews, grid engineers. Fink told the Trump administration directly, the US doesn't have enough skilled workers to meet the demand these projects will create. Microsoft's Brad Smith called the skilled labor shortage the "single biggest challenge for data center expansion in the U.S." In some regions, Microsoft had to relocate workers or ask them to commute 75 miles just to fill critical roles. The electrical work alone accounts for 45–70% of total data center construction costs. Over 200,000 electricians are expected to retire in the next decade. The pipeline to replace them doesn't exist at the scale needed. Energy resilience is the other piece Fink flagged. Data centers don't just need to be built, they need consistent, reliable power. The US grid hasn't been meaningfully expanded in decades. China, by contrast, generates roughly twice the electricity the US does and is actively building more. BlackRock CEO Larry Fink says the biggest job boom coming to America has nothing to do with AI software or Wall Street, it's in infrastructure. Specifically, the construction, power grids, and data centers. That is where he believes the massive job growth is coming from. And his warning is that we are not ready for it. Companies are committing hundreds of billions to build out AI infrastructure across the US, Microsoft, Amazon, Meta, and Alphabet are projected to spend $650 billion on it this year alone. But that buildout requires physical workers. Electricians, pipefitters, construction crews, grid engineers. Fink told the Trump administration directly, the US doesn't have enough skilled workers to meet the demand these projects will create. Microsoft's Brad Smith called the skilled labor shortage the "single biggest challenge for data center expansion in the U.S." In some regions, Microsoft had to relocate workers or ask them to commute 75 miles just to fill critical roles. The electrical work alone accounts for 45–70% of total data center construction costs. Over 200,000 electricians are expected to retire in the next decade. The pipeline to replace them doesn't exist at the scale needed. Energy resilience is the other piece Fink flagged. Data centers don't just need to be built, they need consistent, reliable power. The US grid hasn't been meaningfully expanded in decades. China, by contrast, generates roughly twice the electricity the US does and is actively building more.
