It's "Grease Pencil Tools", it's already in Blender ! You just have to activate it. ;) In the addon preferences : go in "timeline scrub" tab, you can customize the shortcut to call the timeline there. Default is "Alt+Mid-click" (I often remap it to "Alt+left-Click").
