It is an Election Commission process to periodically verify and update electoral rolls so that the list reflects eligible, living and ordinarily resident voters. The need is straightforward: over time, electoral rolls accumulate changes caused by death, migration, permanent shifting of residence, duplication and the addition of newly eligible voters. SIR provides a comprehensive mechanism to identify and correct such entries. The Supreme Court specifically recognised these issues while examining the Bihar SIR. The Supreme Court has validated SIR In its 27 May 2026 judgment, the Supreme Court upheld the legality of SIR conducted by the ECI in Bihar. It held that the ECI's power flows from Article 324 of the Constitution read with Section 21(3) of the Representation of the People Act, 1950. The Court found that SIR has a legitimate constitutional purpose: ensuring the inclusion of eligible electors and exclusion of ineligible persons, thereby supporting the integrity of electoral rolls and free and fair elections. The Court also recognised the ECI's authority to make a limited inquiry into citizenship for electoral-roll eligibility. Then why the political controversy? Political parties opposing or criticising SIR have primarily raised concerns about the possibility of genuine voters being excluded. In West Bengal, for example, TMC leaders have publicly opposed aspects of the exercise, while BJP leaders have alleged that SIR could expose ineligible or illegal immigrant entries. These are political claims and counterclaims, not findings that should automatically be attributed to the entire party or electorate. What is objectively relevant is that the West Bengal exercise itself identified large numbers of entries associated with death, permanent migration, duplication and other categories requiring verification. The ECI subsequently reported that 27.16 lakh voters had been removed from the rolls during the SIR process, with more than 22 lakh appeals seeking reinstatement. That illustrates precisely why periodic electoral-roll verification is necessary. The principle is party-neutral SIR does not belong to BJP, TMC, Congress or any other political party. It belongs to the electoral system. A genuine voter should remain on the roll. A deceased person's entry should not remain indefinitely. A permanently shifted person's entry should be updated. Duplicate entries should be identified. An ineligible person should not acquire voting rights merely because an old electoral entry exists. Clean electoral rolls are the foundation of credible elections. And the Supreme Court has now expressly recognised SIR as a legally valid mechanism serving that constitutional objective.
