Most likely dust buildup on one of the fans, just brus it up lightly, or hold the fan tight and spray it with a can of air. If the bearing is broken because of long time imbalance you need to replace it. Need any help troubleshooting anything just hit me up in the dm ;)

Most likely the fan motor is gone, your best choice is to just get a new one OR what you can do is turn it completely or unplug it and i am sure other fans alone would be enough.

Just replace the fan they're cheap

that "cover for dust", does not keep the dust away, just saying
