Kabagambe spokesperson of the University of Rwanda University of Rwanda when asked to delete tweets attacking a young woman who said she was “broke” and urged Government of Rwanda Ministry of Youth and Arts | Rwanda to address youth poverty. Instead of respecting her right to free expression, he publicly humiliated her, branding her an “enemy of the state”-a label with serious consequences. BBC News Africa reports indicate she later suffered psychological distress. In his defense, Kabagambe claimed that when the President speaks harshly, no one questions him, so he owes explanations to no one and only answers to Paul Kagame.
