There is nothing in the Constitution explicitly limiting the president negotiating the end of a war. There is an explicit role for Congress in starting a war or declaring a war, and yet he argued that he didn’t need Congress’s authority to continue carrying out strikes against the Iranian regime, even though the stated purpose changed to regime change. Now he just turns around and argues that this has to be treated as a treaty.
