Just to help you out you can transfer weights up from the base mesh to the overlap areas and also using tools like @brave_rabbit smooth addon helps deal with editing weights across surfaces. but I use this one more

What's the advantage of this method over a data transfer modifier (or a cage, if you don't have to worry about export)? I feel like the artifacts it would introduce to the normals/UVs would be super difficult to work around.

it's easy to unwrap actually! and the normals can stay smoothed and usable for normal maps. it's good for game ready usability
