We have a debtors book off over R1 billion, and the majority of those who owe the city are provincial and national government entities. The arm of accountability isn’t only reserved for households and businesses. However, today we are conducting Rea Tima at their Watloo building, which currently owes the City of Tshwane R3.8 million. It is unacceptable that a lease agreement from 1997 is being used as a shield against paying municipal services in 2025.
