That’s jointed rail not ribbon rail. That’s how all old track used to be. Those are angle bars tying it together. If it was a broken rail they wouldn’t be going that fast

Rail isn't broken. Several tie clips which hold rail to the tie plates are missing. This is not welded rail the joints are bolted together with the fish plates in the picture.

Probably shouldn’t have as much play, but the rock placed under the track which get pulverized gives the impression the concrete sleeper is breaking.

Ok, guys, a fundamental question... They leave that small gap between the rails for expansion. But aren't the fish plate bolts slammed down so tight, there's no way the expanding rail could move to close the gap?

This isn’t broken, if it was the train would derail. It’s a worn joint, if it wasn’t for the fishplate there would be an issue. Without maintenance those plates will break then it would be a broken track.
