Addressing delegates at the Shangri-La Dialogue 2026 in Singapore, Gen Zakria said the growing integration of artificial intelligence, autonomous systems, cyber capabilities, quantum technologies and multi-domain operations was transforming military decision-making and strategic competition while introducing new vulnerabilities and risks of miscalculation. South Asia’s Strategic Environment Referring to South Asia, Gen Zakria said the region’s strategic stability continued to be shaped by nuclear deterrence, conventional asymmetry, enduring political tensions and unresolved disputes between Pakistan and India. He described China as a constructive and stabilising factor that contributes to strategic balance, regional connectivity and economic cooperation. Commenting on the May 2025 conflict between Pakistan and India, Gen Zakria said Pakistan’s response demonstrated effective multi-domain operations supported by tri-service coordination and the integrated use of cyber, electronic warfare, intelligence, surveillance and space-based capabilities. According to him, the conflict reinforced the importance of escalation control and crisis communication mechanisms in maintaining regional stability. He warned that continued militarisation and adversarial rhetoric in South Asia, combined with the absence of robust crisis management frameworks, could undermine long-term peace and security. Call for Global Cooperation Gen Zakria stressed that technological innovation should not be separated from ethical responsibility and strategic accountability. He called for internationally accepted norms governing the military use of artificial intelligence, autonomous systems, cyber operations and space technologies, arguing that human oversight must remain central in decisions involving the use of force. The senior military official also advocated confidence-building measures, transparency mechanisms and technical dialogue among states to reduce misunderstandings and prevent destabilising arms races. #ISPR Field Marshal Syed Asim Munir, NI (M), HJ, COAS & CDF, visited the National Defence University (NDU), Islamabad today, where he was briefed by panel of civil and military participants of ongoing National Security and War Course on their academic perspective about challenges to national security and imperatives for overcoming them. In his interaction, the Field Marshal outlined the complex and evolving global, regional and internal security environment, emphasizing that the country faces broad and persistent challenges. He noted that these challenges span conventional, sub-conventional, intelligence, cyber, information, military, economic and other domains, requiring comprehensive multi-domain preparedness, continuous adaptation and synergy amongst all elements of national power. The Field Marshal highlighted that hostile elements increasingly employ indirect and ambiguous approaches, including the use of proxies to exploit internal fault lines, rather than overt confrontation. He stressed that future leaders must be trained and remain alert to recognize, anticipate, and counter such multi-layered cognitive challenges. The Field Marshal also highlighted that decision-making under uncertainty with clarity and intellectual resilience are critical attributes for operating in today’s contested and diffused security environment. The Field Marshal lauded NDU’s role as a premier institution in developing strategic thinkers capable of translating rigorous training and academic insight into effective policy formulation and operational outcomes. He underscored that professional military education remains central to strengthening institutional capacity, fostering indigenous capability, and ensuring long-term national resilience. Strong Condemnation of Indonesia’s Illegal Military Deployment in West Papua We strongly condemn the continued and escalating deployment of Indonesian military forces in West Papua. This military presence is illegal under international law and cannot be justified on the grounds of security or stability. The deployment is fundamentally driven by business and economic interests, particularly the exploitation of West Papua’s vast natural resources, rather than the protection or wellbeing of the Indigenous Papuan people. Military operations are strategically positioned to secure extractive projects, land control, and corporate interests, while Papuan communities face intimidation, displacement, human rights violations, and ongoing violence. West Papua remains an occupied territory, and Indonesia’s militarisation represents a clear violation of the Papuan people’s right to self-determination, as guaranteed under international law and the UN Charter. The use of military force to facilitate resource extraction constitutes a form of modern colonialism and must be urgently addressed by the international community. We call on the United Nations, regional bodies, and all states committed to human rights and international law to: •Demand an immediate halt to Indonesia’s military operations in West Papua •Ensure unrestricted access for UN human rights mechanisms, journalists, and humanitarian organisations •Hold Indonesia accountable for violations of international humanitarian and human rights law •Support a peaceful, just, and internationally mediated process that respects the rights and aspirations of the Papuan people Silence enables abuse.
