99% sure that there is somebody in there you just couldn’t see them. If the car is supposed to be able to drive themselves, I would expect that the human supervisors are able to lean their seats back in order to prevent people filming just like this capturing the person in the car. it's a preprod engineering vehicle (they are being phased out. It does have pedals and steering wheel, in fact the video is cut in a way as not to show the driver
