Here’s an idea. Old Navy boys will know. Fit police cars with the same gear fitted to minesweepers. Alternatively I’m sure a modern day crop sprayer could be adapted.

Handcuff them to the barrier and ‘forget’ to release them for 24 hours. Cold, hungry, wetting and probably soiling themselves they might get the message it’s not a good idea.

Time we all started carrying Zip Ties in the car. If you have to drag them off the road, Zip Tie them to some of the street furniture and leave them there.
