I had a foreign TX DPS officer do something similar to me!!! I was polite and may have used certain credentials to show him I was not just some ‘lucky’ person he got to entrap and pull over, luckily it helped. However, it infuriates me that a foreigner with an accent can get a freaking state badge and has the ‘authority’ to arrest or ticket tax paying citizens.
