Unpopular opinion: The Departed is a pretty dumpster fire of a movie. It’s all superficially compelling crap. The plot is convoluted nonsense. The characters behave without motivational continuity. It “seems” dramatic and interesting, but that’s all illusion.

He takes it to levels of satire, but part of why Baldwins performance is so popular is I think it captures the essence of middle managers of a certain age most in government or corporate life have had to deal with.
